Skills assessment in Australia: the complete guide for tradies
Which TRA program applies to you, what TRA actually checks, how the licensed-trade pathway works, and the mistakes that sink applications. In plain English, checked against official sources.
What a skills assessment actually is
Three things to know before anything else.
It confirms your skills meet the Australian standard
The assessing authority compares your qualification and your paid employment with the Australian standard for your occupation. For most trades, that authority is TRA.
It is usually needed for skilled migration
Skilled migration usually asks for a positive skills assessment from the assessing authority for your occupation, before you apply.
In licensed trades, it opens the door to a licence
Electricians, plumbers and air-con mechanics receive an Offshore Technical Skills Record (OTSR), the starting point for a licence in their state.
Which TRA program applies to you?
Your occupation, your passport, where you studied and your visa type decide your program.
| Program | Who it is for | What you get |
|---|---|---|
| OSAP | Skilled migration, for listed occupations and passport countries. Compulsory for electricians, plumbers and air-con & refrigeration mechanics. | An OTSR (licensed trades) or an Australian qualification (non-licensed trades), plus an outcome letter |
| MSA | Skilled migration for countries, occupations or pathways not covered by OSAP or the Job Ready Program | An outcome letter |
| TSS Skills Assessment | Temporary Skill Shortage visas, for listed countries and occupations | An OTSR or an Australian qualification, plus an outcome letter |
| Job Ready Program | Former international students who completed an Australian qualification in Australia | An outcome letter, after a period of employment in Australia |
| Migration Points Advice | Points-tested visas, after a successful TRA skills assessment | A Points Advice Letter |

How OSAP works for licensed trades
Electrician, plumber and air-con & refrigeration mechanic. The assessment is run by a TRA-approved training organisation.
Documentary evidence
You submit your qualification, transcripts and proof of paid employment in your trade.
Technical interview
An assessor asks about your real work to check your knowledge against the Australian standard.
Practical assessment
You demonstrate your skills at an approved venue, in Australia or in a nominated country.
Your OTSR
A successful result gives you an Offshore Technical Skills Record for your licensed occupation.
Your state licence
You apply to your state or territory regulator with your OTSR. States usually add conditions such as gap training or supervised work.
Pathway 1 is for applicants without an Australian qualification in their trade. Pathway 2 is for applicants with a relevant Australian qualification or a current identified Australian occupational licence.
What TRA looks at
Requirements differ by program. For the Migration Skills Assessment, TRA lists the following.
- A relevant qualification and/or relevant paid employment: a formal qualification is not mandatory if your experience is sufficient
- Academic transcripts, so TRA can compare your training with the Australian qualification
- Paid employment in your occupation, with an Employer Template for each job you claim
- Three payslips for each year of overseas employment, plus three from the current financial year
- For work in Australia: your PAYG payment summary, notice of assessment and superannuation records
- English translations of documents that are not in English
Mistakes that sink applications
We see these again and again. Each one can mean a negative outcome and a lost fee.
Claiming cash-paid work
TRA does not accept employment paid in cash, or any period you cannot back with pay evidence.
Applying with limited evidence
For the MSA, TRA assesses your qualification and/or your employment, so a formal qualification is not mandatory. If your evidence is limited, RPL can get you an Australian qualification first.
Counting part-time as full-time
TRA counts full-time as 38 hours a week. Part-time work is counted pro rata.
Choosing the wrong program
Licensed trades must go through OSAP. Check the Program Pathfinder before you apply.
Straight from TRA
Two facts that save tradies time and money.
TRA states that an IELTS test result is not required for any of its programs. Your visa may still have its own English requirement.
TRA generally finalises Migration Skills Assessment applications within 120 days of online submission.

Frequently asked questions
Do I need an English test for TRA?
No. TRA states that an IELTS result is not required for any of its programs. Your visa may have its own English requirement.
How long does a TRA skills assessment take?
It depends on the program. For the MSA, TRA generally finalises applications within 120 days of submission. OSAP has several stages, so timing also depends on how quickly you provide documents and attend your interview and practical assessment.
How much does it cost?
TRA publishes fixed fees on each program page, paid in Australian dollars. OSAP charges a separate fee for each stage. Check the current fees on the TRA website before you apply.
Can I do my skills assessment from overseas?
For OSAP, yes, if your passport country is listed for your occupation, or if you can travel to Australia or another nominated country for the assessment.
Does a skills assessment give me a licence?
No. In licensed trades, your OTSR lets you apply to your state or territory regulator, which sets its own conditions.
Is a positive skills assessment a visa?
No. It is one requirement for skilled migration. We are not registered migration agents. For visa advice, speak to a registered migration agent.
